Supervision in construction matters must, among other things, check that those responsible for construction projects follow the building permit and the legislation. Supervision must contribute to the quality of the finished building.

Municipalities are required to supervise. This means that the municipality can supervise at any time during the building process, preferably in connection with an application for a framework permit and when applying for a completion certificate or temporary use permit. The municipality can carry out supervision for up to five years after the completion certificate has been issued.

The municipality can carry out inspections on its own initiative or on the basis of reports of illegality from the public. The municipality is required to follow up illegalities that are uncovered for violations of provisions given in or pursuant to the Act, see chapter 32 of the Planning and Building Act (Act). Violations of minor importance may be waived by the municipality.

Supervision of ongoing construction matters is carried out both as pre-notified supervision where the parties have the opportunity to meet the municipality, but also unannounced. In unannounced inspections, the municipality is concerned with forming a snapshot and whether the parties on the construction site can document the work, as well as an inspection of the condition of the construction site. 

The municipality notifies or agrees in most cases that the municipality will come for building inspection. There must be supervision and control that the requested measures are in accordance with the built and completed measures. Supervision that documentation has been prepared for the fulfillment of requirements for safety against natural hazards.supervision of the establishment of rental units or housing units in existing buildings is required and legal.The new focus areas have been incorporated into the municipality's supervision strategy.
